Four decades ago, the Roma choreographer Ioan Mirescu founded the Lulughi Shukar (Flower Frumpas) Roma dance ensemble in Timișoara. The ensemble's cultural activity took place in Sala Lira, where rehearsals were held and where Roma activists met, using the cultural activity as a screen for clandestine meetings.

After the 1989 revolution, the ensemble broke up due to the departure of the artists from the country, and since then there has not been a representative ensemble of the Roma minority in Timiș County.

 

Currently, we at the  Resource Center for Urban Regeneration Association are resuming the tradition of cultural representation of the Roma minority in Timiș County through the project "Lulughi Shukar - developing access to cultural expression of the Roma minority in Banat through Romanian-Norwegian cooperation". The project benefits from financial assistance from the EEA Grants 2014-2021 within the RO-CULTURE Program through the call "Supporting cultural initiatives about the Roma minority".

Alongside us are the professionals from the Culture Center of the Municipality of Timișoara, the Association of Roma Actors and the International Voice of Justice - Europe, as project partners, and we also benefit from the collaboration with the Roma Party pro Europa Association

The duration of the project is 20 months benefiting from non-refundable financial support in the amount of 986885.14 lei.

About Funders

EEA grants   represents the contribution of Iceland, the Principality of Liechtenstein and the Kingdom of Norway to the reduction of economic and social disparities in the European Economic Area and to the strengthening of bilateral relations with the 15 beneficiary states in Eastern and Southern Europe and the Baltic states. These financing mechanisms are established on the basis of the Agreement on the European Economic Area , which brings together EU member states and Iceland, Liechtenstein and Norway as equal partners in the internal market. The RO-CULTURE program is implemented by the Ministry of Culture through the Project Management Unit and its general objective is to strengthen economic and social development through cultural cooperation, cultural entrepreneurship and cultural heritage management. EMPOWERMENT ACTIVITIES THROUGH INFORMAL EDUCATION IN THE CULTURAL FIELD

The activity aims to empower 20 people of Roma ethnicity who, following the implementation of this activity, are given easier access to the right and resources of cultural expression, ensuring the long-term involvement of the Roma minority in participating in cultural life. In the framework of this activity, theoretical training sessions will be implemented correlated with practical sessions through consultation on the development of the concept and assistance in the organization of local cultural events.

DEVELOPMENT OF THE INFRASTRUCTURE TO FACILITATE CULTURAL EXPRESSION

The activity addressed the main obstacle in the involvement of the Roma minority in cultural life, the lack of an infrastructure. In this sense, this activity focused on the development of the physical infrastructure as well as the development of the human resource, of the LULUGHI SHUKAR ART COMPANY ,   which ensures fair exposure of Roma culture

ACTIVITĂȚI DE EXPRIMARE CULTURALĂ COERENTĂ A CULTURII ROME
Activitatea a presupus prezentarea culturii rome în integralitatea sa ca metodă de combatere a stereotipurilor, prin intermediul a  minim 15 evenimente culturale complexe în cadrul cărora se va prezenta folclor, teatru, film, carte, picturi și sculpturi ale autorilor romi.
